The 2025 bill

BI Development Ltd., the only part of BI Group with audited accounts, sold KZT 1,059 billion of homes and services. This is where that money went, in KZT billion, audited by KPMG and published on KASE.

122.6

KZT billion of net profit. Out of every 100 tenge of sales, BI kept 11.6, down from 13.0 a year earlier.

Thinner margins

Gross and net margin

Gross 26.5% → 24.1%, net 13.0% → 11.6%. The CEO puts BI’s mark-up at 11–13% against 30%+ at peers (Reznik, 2026).

Buyers’ money

1.28 trillion promised, not borrowed

KZT 1,275 bn of prepayments for homes not yet handed over: cheap funding, and a promise to thousands of families.

Five forces

Pressure on marginsElevated

New apartments in Kazakhstan’s major cities (Porter, 2008). Change any rating and watch the pressure move.

Why is rivalry high if BI leads?

BI has 134 completed complexes against 62 for BAZIS-A (Rakhimova, 2026), yet builds only about one in eight new square metres nationally, and buyers compare projects district by district. The proof is BI’s own mark-up of 11–13%, against 30%+ at peers (Reznik, 2026).

Who funds whom

The BCG matrix (Daft, 2022, pp. 262–264): stars, cash cows, bright prospects and dogs. Move the growth line and watch BI’s five divisions change cell.

10% is the usual teaching line. Try 5%: BI Development becomes a star.

BI Development is the cash cow that funds everything else. If its margins keep falling, engineering, schools and international growth lose their funding.

Run the gate

Our one recommendation, the Profit & Trust Gate: no project launches, and no building is handed over, until it passes three checks. Try it on an illustrative 50,000 m² comfort-class complex priced like BI Development’s 2025 margin.

Base price KZT 450,000 per m²
60% of the KZT 340,000 per m² cost is still to be spent
Late money is replaced by borrowing at 18% a year
Cash and credit lines that must cover what buyers have not paid yet
Illustrative; finance would set it from real project data
Trust check evidence

Pass

Where it stops

Contribution margin at every price change, with your other settings kept. Where the line falls below the hurdle, the gate says stop.

Price safety marginhow far prices can fall before the gate stops the project
Cost overrun allowedextra remaining cost the project can absorb
Contribution, KZTprofit after land, build, warranty and interest
Funding headroom, KZTcommitted funding minus the completion gap
Profit check

Contribution = sales − land and build − warranty (1% of sales) − interest on late payments. It passes if contribution ÷ sales is at or above the hurdle.

Cash check and decision

Completion gap = remaining spend − buyer prepayments received. The gate opens only when profit, cash and trust all pass (Cooper, 1990).

The pilot

A pilot on 8–10 projects in Astana and Almaty, run through Daft’s four functions: plan, organize, lead, control. Results are judged on a balanced scorecard (Kaplan & Norton, 1992).

Read before deciding

What the model assumesOne illustrative 50,000 m² project with BI Development’s 2025 margin. Prices and costs move evenly, 30% of revenue is prepaid, late money is borrowed at 18%. The stress sizes are teaching assumptions.

What the analysis cannot seeProject margins, contracts and defect rates are not public. Audited figures cover BI Development only, four BCG positions are team estimates, and one complaint is not a defect rate.

The common mistakeReading KZT 1.28 trillion of contract liabilities as bank debt; most of it is buyers’ prepayments. Another is reading company growth (+81.9%) as market growth (+6.2%).
